SBA Certified 8(a) Business Development Program

The 8(a) Certification Program is a business development program created by Congress and managed by the Small Business Administration (SBA) to help contracting officers and large primes access more qualified small businesses that have gone through a vigorous vetting process by the SBA. By working with 8a certified companies COs/KOs are able to utilize a streamline acquisition process for sole source contracts and direct awards up to $8 million ($100 million for DoD) without the need for “full and open competition.” In addition, large primes and federal agencies can meet their set-aside goals regarding small business utilization. The Historically Under-Utilized Business Zones (HUBZone) program was instituted by the US Congress in 1998 to stimulate development in economically distressed areas nationwide. Similar to the 8(a) program, COs/KOs can award sole source contracts to HUBZone certified companies. Agencies have a goal of awarding 3% of federal contracts to HUBZone companies.
